{"id":7728,"date":"2021-07-20T21:43:37","date_gmt":"2021-07-20T21:43:37","guid":{"rendered":"https:\/\/beta.homelessvoice.org\/?p=7728"},"modified":"2021-07-20T22:02:57","modified_gmt":"2021-07-20T22:02:57","slug":"end-to-eviction-moratorium-on-july-31st-could-cause-wave-of-homelessness","status":"publish","type":"post","link":"https:\/\/beta.homelessvoice.org\/?p=7728","title":{"rendered":"End to Eviction Moratorium on July 31st Could Cause Wave of Homelessness"},"content":{"rendered":"<h2><b>Looming eviction deadline brings focus to unallocated rental assistance funds backlogged in local communities that could cause many to become homeless.<\/b><\/h2>\n<h6><em>By Andrew Fraieli<\/em><\/h6>\n<p><span style=\"font-weight: 400;\">Ending on July 31st is the eviction moratorium that has been keeping many people out of homelessness during the pandemic, but billions of dollars of the federal aid meant for renters and landlords is still unclaimed.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most fingers are being pointed at the lack of infrastructure at the state and local level to distribute the funds, as well as a lack of informing people the funding exists; either way a wave of homelessness could wash over the country as over a million people are only weeks from eviction unless their rents are paid.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On July 20, the <\/span><a href=\"https:\/\/financialservices.house.gov\/calendar\/eventsingle.aspx?EventID=408108\"><span style=\"font-weight: 400;\">House Financial Services Committee<\/span><\/a> <a href=\"https:\/\/www.c-span.org\/video\/?513519-1\/hud-secretary-testifies-covid-19-housing-security&amp;vod#\"><span style=\"font-weight: 400;\">presented a hearing<\/span><\/a><span style=\"font-weight: 400;\"> reviewing recent actions by the Department of Housing and Urban Development (HUD) since being taken over by Secretary Marcia Fudge, and much of the hearing concentrated on these emergency rental assistance funds and the nearing end to the rent moratorium.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Many questions focused specifically on the roughly $46 billion of emergency rental aid \u2014 appropriated in two separate sums, $25 billion in December and then $21 billion \u2014 and how much has actually reached tenants and landlords.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Referenced by Congressman Patrick McHenry of North Carolina in the hearing, the <\/span><a href=\"https:\/\/www.washingtonpost.com\/business\/2021\/07\/07\/rental-aid-eviction-moratorium-housing\/\"><span style=\"font-weight: 400;\">Washington Post reported<\/span><\/a><span style=\"font-weight: 400;\"> that, \u201cOf the $25 billion appropriated in December, only $1.5 billion had been spent on rent, utilities and arrears between January and the end of May,\u201d according to figures released by the Treasury Department.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Washington Post continued that, \u201cTreasury does not yet have data on how much of the other $21 billion has been spent, according to an agency official.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Testifying before the committee, and in response to further questioning on why the bulk of the funds haven\u2019t reached renters and landlords, Fudge said 100 percent of emergency rental resources have been allocated by the Treasury, \u201cit is in the hands of states, local communities, and some Continuums of Care&#8230;it is not a matter of the fact that Treasury didn\u2019t get it out.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The problem, as Representative Alexandria Ocasio-Cortez of New York put it in the hearing, is \u201cnot under the domain or due to any bottlenecks at HUD, but due to state and municipal governments.\u201d\u00a0<\/span><\/p>\n<blockquote>\n<h3><em>1.4 million households that reported to the <a href=\"https:\/\/www.census.gov\/data\/tables\/2021\/demo\/hhp\/hhp33.html\">Census Household Pulse Survey<\/a> in early July that they were very likely to face eviction in the next two months.<\/em><\/h3>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Fudge agreed with Ocasio-Cortez as she continued, \u201cThe reason for the hold-up is [that] governors, mayors, [and] municipal governments are not getting it out to the people.\u201d Nonetheless, out of the total $46 billion, \u201cvery little of that has gone out,\u201d said Ocasio-Cortez.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the <\/span><a href=\"https:\/\/www.washingtonpost.com\/business\/2021\/07\/07\/rental-aid-eviction-moratorium-housing\/\"><span style=\"font-weight: 400;\">Washington Post<\/span><\/a><span style=\"font-weight: 400;\">, there\u2019s been a steady increase in people receiving help, \u201cAlmost 160,000 households were assisted in May, up from about 97,400 in April.\u201d But this is dwarfed by the 1.4 million households that reported to the <\/span><a href=\"https:\/\/www.census.gov\/data\/tables\/2021\/demo\/hhp\/hhp33.html\"><span style=\"font-weight: 400;\">Census Household Pulse Survey<\/span><\/a><span style=\"font-weight: 400;\"> in early July that they were very likely to face eviction in the next two months.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When asked how HUD is pushing for the funding to reach renters and landlords faster, Fudge said, \u201cWe are talking to the communities and people that have the least capability to use the resources. So we are helping small and rural communities&#8230;get the resources from their state and from their county and other local governments through the housing trust funds etc., because most of them don\u2019t have the capacity.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe give them money, but we don\u2019t give them people,\u201d she continued. \u201cWe don\u2019t give them enough capacity to handle [it].\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fudge does not support an extension to the moratorium as it is now though.<\/span><\/p>\n<p><a href=\"https:\/\/www.cpr.org\/2021\/07\/15\/hud-secretary-calls-housing-situation-dire-but-also-says-its-time-for-eviction-moratoriums-to-end\/\"><span style=\"font-weight: 400;\">Speaking to CPR News<\/span><\/a><span style=\"font-weight: 400;\"> in Colorado only five days before the July 20 hearing, Fudge said, \u201cWe cannot at this point continue to move forward with a moratorium with the kind of resources that are available,\u201d referencing the roughly $46 billion in emergency rental assistance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cSo what we&#8217;re asking is for every community to make sure that they use their share of the resources, their share of the vouchers, to be sure it gets into the hands of people who need it right away,\u201d Fudge continued. \u201cI think that ultimately we have to look at all sides of the situation. So not only the renters, but also the landlords. We believe that July 30th is the proper time to make sure that all of the resources get into the right hands.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Within the hearing, responding to questioning on possibly extending the CDC\u2019s eviction moratorium due to the hold-up in funds being distributed, Fudge said, \u201cI think you\u2019re going to see significantly higher numbers of usage by the end of this month.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI can\u2019t speak for the CDC, and the only reason it\u2019s being extended is because the CDC said there is a health crisis,\u201d she continued. \u201cSo I don\u2019t know that really it\u2019s something that can be done, if in fact we believe we are coming out of COVID.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI would just suggest that, as you said, all hands on deck.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is the goal of the Biden administration as well, having held one \u201ceviction-prevention meeting\u201d in June, convening city officials across the country, and planning another <\/span><a href=\"https:\/\/www.washingtonpost.com\/us-policy\/2021\/07\/14\/eviction-prevention-white-house-moratorium\/\"><span style=\"font-weight: 400;\">for July 21<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s fundamentally the responsibility of state and local governments to get relief in the hands of renters and landlords,\u201d said Susan Rice, director of the White House\u2019s Domestic Policy Council, at the first meeting.
