Here are some of those ideas, from shipping people off to an island, to literal corporal punishment.<\/h2>\n<h6><em>By Andrew Fraieli<\/em><\/h6>\n<p><span style=\"font-weight: 400;\">People have had\u2026unique\u2026ideas on how to \u201csolve\u201d homelessness for a while: put them on an island, put them in a forest, whip them until they bleed. But most honest attempts are relatively modern, as is our current relationship with homelessness. Homelessness cannot be \u201csolved\u201d by any one solution as it is a societal problem, an outlook on the poor, on those who need assistance in our society.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That does not mean some ideas won\u2019t help in the meantime, nor that all odd ideas are from bad intentions \u2014 even if the idea is literally to ship the unhoused off to an island. Here are 6 ideas meant to help and house the unhoused and poor, or in other cases, meant to minimize their existence in the most brute-force way.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>1. Outlawing Them<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">When was the <\/span><a href=\"https:\/\/beta.homelessvoice.org\/opinion-homelessness-is-not-inevitable\/\"><span style=\"font-weight: 400;\">actual solution to homelessness simply to outlaw it?<\/span><\/a><span style=\"font-weight: 400;\"> Was it in 1500s England where they legally whipped, flogged, branded and possibly executed anyone of able body that had no land, master or income? Or <\/span><a href=\"https:\/\/www.aclufl.org\/en\/press-releases\/aclu-florida-slc-finalize-settlement-city-fort-lauderdale-homeless-encampment-raid\"><span style=\"font-weight: 400;\">Fort Lauderdale, Florida in 2018<\/span><\/a><span style=\"font-weight: 400;\"> when the police raided a homeless encampment and destroyed their belongings for no greater reason than they were sleeping outside?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Maybe it was the <\/span><a href=\"https:\/\/encyclopediavirginia.org\/entries\/vagrancy-act-of-1866\/\"><span style=\"font-weight: 400;\">Vagrancy Act of 1866<\/span><\/a><span style=\"font-weight: 400;\"> that \u201cforced into employment, for a term of up to three months, any person who appeared to be unemployed or homeless,\u201d a law directly aimed at freed black slaves, but remained on the books until 1905. That is, until it was changed to making \u201cvagrancy a misdemeanor punishable by a bond payment and good conduct for one year.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Or, possibly, when <\/span><a href=\"https:\/\/ballotpedia.org\/San_Francisco_Sit-Lie_Ordinance,_Proposition_L_(November_2010)\"><span style=\"font-weight: 400;\">San Francisco outlawed<\/span><\/a><span style=\"font-weight: 400;\"> sitting and laying on public sidewalks in 2010.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The question is meaningless because homelessness has been continually criminalized for hundreds of years \u2014 for different reasons, and differing extents, but always against these people that are in a situation they probably did not choose, and yet, arrested for anyways.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>2. Permanent Campsites on Public Land<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">America has always been a land of refuge, and the <\/span><a href=\"https:\/\/beta.homelessvoice.org\/the-publics-land\/\"><span style=\"font-weight: 400;\">large swatches of land across the country that became owned by the public have always been so too.<\/span><\/a><span style=\"font-weight: 400;\"> So, in 1992, someone had the idea that if those who had no home were staying on public land anyways\u00a0 \u2014 usually longer than the 14-day maximum \u2014 why not carve out an area for them and see how it works?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On United States Forest Service Land about 130 miles south of Portland, Oregon, in Umpqua National Forest, a campsite was created called Blodgett. <\/span><a href=\"https:\/\/www.nytimes.com\/1992\/05\/11\/us\/shelter-for-the-rural-homeless-trees-and-sky.html?pagewanted=all\"><span style=\"font-weight: 400;\">According to the New York Times<\/span><\/a><span style=\"font-weight: 400;\">, \u201cIt permanently housed up to 25 non-residential long-term campers with six campsites, two chemical toilets, job counseling, and food and gas access.\u201d\u00a0 Unfortunately, it was a pilot project, and the campground closed after a year of servicing <\/span><a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1992-03-12-vw-5257-story.html\"><span style=\"font-weight: 400;\">around 100 people.<\/span><\/a><span style=\"font-weight: 400;\"> The reasons for which could not immediately be found, but it helped many people in a poor area <\/span><a href=\"https:\/\/www.baltimoresun.com\/news\/bs-xpm-1992-05-11-1992132015-story.html\"><span style=\"font-weight: 400;\">where decent-paying jobs that could afford rent were scarce.<\/span><\/a><\/p>\n<h2><\/h2>\n<h3><b>3. Wait, Forests Again?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Sending the unhoused into the forest may not have been kept as a permanent solution in 1992, but in modern times it might. Around January, 2020, a nonprofit in Redding, California pitched the idea to actually build structures on leased Bureau of Land Management land \u2014 functionally the same idea as in Umpqua National Forest, but with actual structures rather than campsites.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The nonprofit, Noah\u2019s Community Village, said it would cost about $9 million to build. \u201cEach home would be about 200 to 300 square feet with a bathroom, kitchenette, shower and porch,\u201d according to <\/span><a href=\"https:\/\/www.redding.com\/story\/news\/local\/2020\/01\/22\/blm-land-tiny-houses-project-redding-california-homeless\/4530361002\/\"><span style=\"font-weight: 400;\">Redding.com<\/span><\/a><span style=\"font-weight: 400;\">. \u201cThere also would be communal areas with kitchens, a community center, gardens, and medical services and work opportunities.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>4. <\/b><b>Send Them Off to an Island<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Hawaii has a surprising amount of unhoused people \u2014 <\/span><a href=\"https:\/\/www.huduser.gov\/portal\/sites\/default\/files\/pdf\/2020-AHAR-Part-1.pdf\"><span style=\"font-weight: 400;\">a rate of 46 out of every 10,000 people, second only to New York<\/span><\/a><span style=\"font-weight: 400;\">. But really, it\u2019s only surprising if the focus is solely on the idyllic tourism image the state portrays. Ignoring that, it\u2019s not surprising that a place with large amounts of beaches, public areas, and constant warmth has attracted a good amount of people with no home, and not surprising either that the government might not want them around that idyllic tourism.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The solution? Send them off to an island \u2014 Sand Island off of Honolulu to be specific. A \u201cnavigation center\u201d meant to house people temporarily until they find permanent housing, <\/span><a href=\"https:\/\/www.honolulu.gov\/dlm\/housing-projects\/1068-site-may-dlm-cat\/30068-hale-mauliola-navigation-center.html\"><span style=\"font-weight: 400;\">Hale Mauliola<\/span><\/a><span style=\"font-weight: 400;\"> is essentially a small town of shipping containers. Currently there are 78 containers for a capacity of 104 people, with<\/span><a href=\"https:\/\/ihshawaii.org\/pdf\/news\/hale-mauliola-housing-navigation-service-center.pdf\"><span style=\"font-weight: 400;\"> amenities<\/span><\/a><span style=\"font-weight: 400;\"> that would embarrass other shelters though like plenty of showers, daily meals, and security, all for $100 per month.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s meant to be transitional, staying for only about <\/span><a href=\"https:\/\/www.kitv.com\/story\/30554229\/tour-of-new-sand-island-homeless-village\"><span style=\"font-weight: 400;\">60-90 days<\/span><\/a><span style=\"font-weight: 400;\"> while they help you find a permanent home.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It may be a decent program, but it\u2019s hard to shake the whole idea of sending homeless people off to a literal island. At least it\u2019s voluntary.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>5. Hotel Rooms and Rooftops<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In March 2020, the pandemic in full swing, Las Vegas and its thousands of hotel rooms \u2014 and thousands of unhoused living on the streets \u2014 were abandoned. But when a 500-person homeless shelter temporarily closed due to someone testing positive for coronavirus, the city didn\u2019t choose the hotels as shelter for them, <\/span><a href=\"https:\/\/www.nytimes.com\/2020\/03\/31\/us\/las-vegas-coronavirus-homeless-parking-lot.html\"><span style=\"font-weight: 400;\">but a parking garage roof.<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">According to the New York Times, the city used the roof \u2014 placing mats on the ground 6 feet apart for some, others sleeping on the concrete \u2014 rather than the hotels for temporary shelter so they could be saved for possible hospital overflow. Many cities eventually did rent empty hotels to act as temporary shelter for the unhoused, <\/span><a href=\"https:\/\/www.sun-sentinel.com\/coronavirus\/fl-ne-coronavirus-fort-lauderdale-homeless-vouchers-20200430-dinyzt2auvbmjjofuin7vhojrq-story.html\"><span style=\"font-weight: 400;\">such as Fort Lauderdale<\/span><\/a><span style=\"font-weight: 400;\">, but scant few rooms were actually made available compared to the population of people needing help<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The parking garage rooftop was a temporary plan on short notice, but with a history of mistreatment and abuse from the public and the state, it still leaves a weird taste.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>6. Housing First<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">A final solution that is popular throughout the country right now, and parts of the world, may be the most insane of them all: simply give them housing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The tactic is called Housing First and is argued both ways: people on the street have some issues that giving an apartment won&#8217;t solve \u2014 or may make worse, and that many on the street are purely house-less, and could be back on their feet if they had a warm place to sleep consistently.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They are both right, because again, homelessness is a societal issue, a mentality that those who are poor or need help simply need to try harder; a mentality that by making it more difficult to be poor, people are less likely to be so. Some people need help with drug addiction, or mental health, and while having a home would greatly help, it\u2019s not enough.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For those that simply have no home, or those who are transitionally homeless, it could be all that\u2019s needed. And, generally,<\/span><a href=\"https:\/\/beta.homelessvoice.org\/the-cost-to-criminalize-homelessness\/\"><span style=\"font-weight: 400;\"> it\u2019s cheaper than criminalizing<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Many people have tried to &#8220;solve&#8221; homelessness over time, but none have succeeded.
