{"id":6558,"date":"2020-03-05T10:36:45","date_gmt":"2020-03-05T15:36:45","guid":{"rendered":"https:\/\/beta.homelessvoice.org\/?p=6558"},"modified":"2020-06-22T18:59:50","modified_gmt":"2020-06-22T18:59:50","slug":"data-privacy-and-data-driven-solutions-to-homelessness","status":"publish","type":"post","link":"https:\/\/beta.homelessvoice.org\/?p=6558","title":{"rendered":"Data Privacy and Data-Driven Solutions to Homelessness"},"content":{"rendered":"<h6><em>By Katie Aulenbacher<\/em><\/h6>\n<p><span style=\"font-weight: 400;\">The past few decades have seen a growing trend of applying data collection and analysis tools to social problems, including the problem of homelessness. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">While social services rely on data to assist their target populations, database vulnerabilities expose those populations to a host of privacy concerns. Homeless individuals could face threats to their employment opportunities, mental health, and physical safety should their private information be made public. But, this \u201cdata-driven\u201d process could also improve the ability to help these people.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Outreach efforts like San Francisco\u2019s ONE System collect data points about homeless individuals\u2019 identities and backgrounds, such as their medical history and where they spend their time, in order to provide individualized care. The goal of the system is to create a single streamlined database for tracking and supporting unhoused individuals. <\/span><\/p>\n<blockquote>\n<h5>\u2018No one is trying to purchase\u2019 the data at this point,<\/h5>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">As data collection efforts have grown though, so has the number and impact of data breaches. 2018 saw more than 43,000 security incidents, according to Verizon\u2019s Data Breach Investigations Report, with many of the organizations serving unhoused populations \u2014 such as The U.S. Department of Housing and Urban Development, National Alliance to End Homelessness, and ONE System \u2014 describing their work as \u201cdata-driven.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By \u201cdata-driven\u201d though, some organizations merely mean \u201cinformed by research\u201d, others rely on existing, anonymized data sets. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The data ONE System collects is answers to 17 questions about unhoused individuals, including their real name, how long they have been without a house, their healthcare history, what services they have previously received, whether they have visited jails or counseling centers, and where they spend their time. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Billy Albert, a Veterans Inn homeless shelter resident,\u00a0 noted that some people, \u201cjust to be accommodating, might give them the wrong information. I do think [the system] is pretty good, if it actually does what it says it\u2019s going to do, but homelessness is going to be a problem for as long as we live.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Housing this information in a single database enables immediate, personalized interventions. ONE System aims to minimize the extent to which unhoused individuals are shuffled around multiple organizations that do not meet their unique needs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Albert commented that centralized care can be a good thing. \u201cThere\u2019s got to be a central point where these people can go to where they\u2019ll feel safe, where they\u2019ll feel that people do care, where they\u2019re given a path where they can change.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In an interview with Bloomberg, Chris Block, the director of the charity spearheading ONE System\u2019s data collection efforts, addressed privacy issues surrounding the database when the interviewer raised the worry of ONE System\u2019s potential to \u201cbecome a digital policing tool.\u201d\u00a0<\/span><\/p>\n<blockquote>\n<h5><span style=\"font-weight: 400;\">One movement, Built for Zero, claims to have ended veteran homelessness in ten communities.\u00a0<\/span><\/h5>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Block said that law enforcement officials have not yet accessed the system and that \u201cno one is trying to purchase\u201d the data at this point either, another potential concern brought up. He also mentions that individuals can have their information deleted from the system through a somewhat arduous process, acknowledging that \u201cthere\u2019s a lot of privacy concerns\u201d surrounding the initiative, and while \u201cso far those issues haven\u2019t been significant\u2026that doesn\u2019t mean they won\u2019t come up in the future.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If ONE System or similar initiatives were to suffer a data breach, affected participants might face hiring and workplace discrimination. They would need to manage the lasting impact on their name and their private information being exposed to the broader public.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Albert worries that if this happens homeless individuals could face long-term reputational damage. People might \u201clook at them, going, \u2018Why were you homeless to begin with? What was wrong? Was it the drugs, was it the alcohol, what?\u2019 Sometimes people make mistakes&#8230;and they get discouraged.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He also expresses concern about the potential for homeless people to be taken advantage of, if data on their whereabouts is publicized, \u201cThere\u2019s a large amount of miscreants in the realm of homelessness,\u201d he says. Some of these miscreants beat people up for what little they have, and some \u201cuse these people for more or less slave labor, if they get stuck in a situation where they have no way to call out.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">San Francisco Department of Homelessness and Supportive Housing representatives were unavailable for comment.<\/span><\/p>\n<blockquote>\n<h5><span style=\"font-weight: 400;\">Albert expressed concerns about homeless individuals being \u201cutilized as a commodity, or just information,\u201d<\/span><\/h5>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Some efforts claim to have met enormous successes. One movement, Built for Zero, claims to have ended veteran homelessness in ten communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Built for Zero is another initiative to which data collection is central. According to their website, they collect a \u201ccomprehensive list of every person in a community experiencing homelessness, updated in real-time. Each person on the list has a file that includes their name, history, health, and housing needs.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By their <\/span><a href=\"https:\/\/community.solutions\/our-solutions\/built-for-zero\/\"><span style=\"font-weight: 400;\">reports<\/span><\/a><span style=\"font-weight: 400;\">, they have leveraged this person-level data to end veteran homelessness in ten communities and chronic homelessness in three communities. They have helped 68 communities collect quality data, and 41 communities achieve \u201ca measurable reduction in homelessness.\u201d The initiative has housed over 109,000 individuals since January 2015.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Albert hopes other organizations look to Built for Zero as an example and study \u201cwhy it was a success.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Individuals on the list have signed a consent form stipulating with whom their information may be shared. Built for Zero did not respond to a request for comment on the circumstances under which consent is obtained by the time of publication. In most communities, the website says, \u201cpolice are not among those parties\u201d with whom the data is shared.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reflecting on data-driven solutions in general, Albert expressed concerns about homeless individuals being \u201cutilized as a commodity, or just information,\u201d worrying that organizations are collecting data simply to find a cost-effective way to remove homeless people from public areas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI don\u2019t find anything wrong with it if it\u2019s more or less going to be a legitimate way they can be taken care of, not to where they\u2019re going to be put on a datasheet somewhere,\u201d he says. \u201cThere\u2019s got to be a light at the end of the tunnel, there\u2019s got to be a way to find out if there is a light at the end of the tunnel.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Katie Aulenbacher The past few decades have seen a growing trend of applying data collection and analysis tools to social problems, including the problem of homelessness.
